Windy Hill Foundation currently has a total of 67 rental units in Middleburg that collectively house over 135 local residents. This represents approximately 20% of the population of Middleburg. An additional 16 units are under construction in The Plains. Priority for housing is given to people who live within 10 miles of Middleburg, Upperville, or The Plains.

LEVIS HILL HOUSE
Opened in 2008, Levis Hill House (LHH) is a 20-unit apartment building for low-income senior residents (age 62 or older) or the disabled who are capable of independent living.
LHH has 14 one-bedroom units and 6 two-bedroom units. All units are built to universal design standards and are fully handicapped accessible by elevator.
This is the first certified “green” apartment building in Loudoun County and the first in the County to win an Energy Star® award from both the Environmental Protection Agency and the US Department of Housing and Urban Development (HUD).
LHH is located on a 2-acre site next to Windy Hill Road. The site includes a specially designed “rain garden” to treat and remove pollutants from all storm water run-off.
All current residents have low or extremely low incomes. The median family income is $11,300/year. Even with our low rents, all residents need a rent subsidy.

Virginia Lane
Virginia Lane has 14 units of affordable, workforce housing—3 one-bedroom units, 8 two-bedroom units, and 3 three-bedroom units.
Located at the western entrance to Middleburg, the project was made possible after the Loudoun County Board of Supervisors agreed to a boundary line adjustment to bring the Virginia Lane neighborhood into the Middleburg town limits.
The upper family income limit to qualify for housing at Virginia Lane is $54,000/year. The current average family income is about $33,000/year.
Rents are set at $575/month for one-bedroom, $725 for two-bedroom, and $775 for three-bedroom units. By comparison, HUD Fair Market Rents in Loudoun County for 2011 are $1,289 for one-bedroom, $1,461 for two-bedroom, and $1,885 for a three-bedroom unit.

The “Cottages”
The “Cottages” are 11 single-family, detached homes on Windy Hill Road. Rents for one-, two-, and three-bedroom units range from $400-$750/month.
In 2010, all 11 units were completely renovated—new roofs, windows, siding, heating and cooling systems, and appliances—with Federal stimulus money through the Loudoun County CDBG Program and a grant and loan from the Loudoun County Housing Fund.
All 11 units have been certified “green” through EarthCraft Virginia.

Barton Place
These 6 units of workforce housing are on the south side of US Route 50 across from Windy Hill Road. Barton Place has 4 one-bedroom and 2 two-bedroom units. Rents range from $425–$650/month, with water and sewer included.
Barton Place was gifted to Windy Hill in the mid 1990s by Alfred “Al” Barton, the Foundation’s second president.

Llewellyn Village Apartments
Built in 1995 with funding from the Rural Development Administration of USDA, Llewellyn Village has 16 fully subsidized two-bedroom units. Resident families pay no more than 30% of their annual total income in rent.
The building was completely renovated in 2010—new roof, windows, siding, heating and cooling systems, and kitchens—through tax credit financing. The renovated building is certified as a “green” apartment building.
The renovation included building a new, expanded community room, which is key to many of the Foundation’s family services programs.
Piedmont Lane (Spring 2012)
This is the Foundation’s first affordable housing project outside Middleburg.
Made possible by generous local support and tax credit financing, the project will comprise 7 two-bedroom and 9 three-bedroom units of workforce housing.
Two units will be fully handicapped accessible.
The 16 units will be in five buildings, all of which will be certified as “green” by EarthCraft Virginia.
